Background Check Process
The background check process begins when the requesting agency provides the applicant with a BCIA 8016 – Request for Livescan Service form. The applicant completes the form by entering their personal information and then brings it to a certified Livescan operator.
At the appointment, the applicant must present valid government-issued identification and submit the required payment. The Livescan operator then captures the fingerprints electronically and securely transmits them to the California Department of Justice and, if applicable, the Federal Bureau of Investigation for processing.
Purpose of livescan
Conducting a criminal background check prior to employment, licensure, or certification is a critical step in the applicant evaluation process. Hiring and licensing authorities rely on this information to make informed decisions, especially when the applicant is being considered for a role of trust involving California’s most vulnerable populations—such as the elderly, dependent adults, and children.
Awareness of specified active arrests or convictions is essential. Granting employment or licensure before completing a background check may compromise the safety and integrity of the workplace and expose vulnerable individuals to unnecessary risk.
Additionally, employers and licensing agencies may face legal liability if they authorize employment or licensure in violation of statutes that prohibit such action based on disqualifying criminal history.
